Some limits are not about file size but length: WhatsApp status wants 30 seconds, Instagram stories 60, and plenty of upload forms and messaging apps cap the minutes rather than the megabytes. Splitting is also how a long recording becomes chapters or a lecture becomes parts people will actually finish. Why the parts are not exactly equal

Video is stored as occasional complete frames — keyframes — with everything between them described as changes from the frame before. A part can only begin at a keyframe, because there is nothing to start from otherwise. On the fast setting the file is copied rather than re-encoded, so each cut lands on the nearest keyframe: typically within a few seconds of where you asked, at no cost in quality and in a fraction of the time.

When the cut has to be exact, the exact setting re-encodes and places keyframes precisely where the parts should begin. It takes much longer and costs one generation of quality. If a video has very few keyframes — short clips and screen recordings often have just one — the fast setting cannot split it at all, so it re-encodes automatically rather than handing back a single "part".
